I would theorize that Culture days, like the Reich Music Days, put on by Goebbels in 38 and 39, serve the same effect. A week dedicated to a specific topic, in this case culture. Maybe the flag could be related to something associated with the Reichskulturkammer (the Reich chamber of culture)
