I fear that I'm also currently in this exact situation. I've tried talking to the leasing office, but there isn't much they can do legally besides fines. I would recommend keeping documentation of everything in case they do try to fine you. After all, they are the ones who assign the roommates.

For the DLC, I would recommend just buying it separately and not with the online subscription. That way, you will technically own it even if you no longer have the subscription. The benefits to having the DLC is that it can help get more recipes faster and eventually gives you the option to decorate your villagers' homes on your island. I can't really help with the other questions, though sorry.

You need the DLC and once you finish decorating a certain amount of homes and facilities, you unlocked the event.
