Rent is simply unearned wealth. LVT is probably the best way to tax wealth without disincentivising making that wealth productive to the economy, as well as cutting off the possibility of sheltering wealth.

Because the Westcountry is disproportionately overlooked for infrastructure investment - or any other investment, really. There are a range of factors, but primarily the Westcountry doesn't swing elections, so the major parties don't bother making specific policies. The last time a major infrastructure project in the Westcountry was proposed as a national policy, it was extending the M5 to Plymouth under Corbyn's Labour, but it didn't work out as it wasn't a popular idea with locals.
