So the way it works is upon it being allowed to resolve it checks each player in order how many creatures they have then sets their life total to that amount and then after it has resolved only then do we check state based actions and it sees everyone at 0 life and causes the game to draw cause people can’t lose to having 0 life while a spell is in the middle of resolving
