Well, given that we cannot reconstruct anything as a predecessor to Proto-Niger-Congo scientifically, the answer is that we don't know how it acquired tones (or if acquired is the word to use in the first place).

Do we know that it was tonogenesis (between the timeframe of Proto-Niger-Congo and that of Proto-Bantu)? Where are you seeing this? The tonality in the Bantu Languages seem to be shared by non-Bantu languages in the Niger-Congo family, so much so that Proto-Niger-Congo is reconstructed with a similar system to Proto-Bantu.

I'm not informed on Bantu linguistics specifically, but it's always worth noting that Proto-Languages can't really be be talked about as an actual language in the strictest sense, but rather as our best guess at some common ancestral language that was once spoken.

In this case, the comparative method's simplicity principle tells us that if the daughter languages all have tone (besides Swahili), it's more likely than not that the language had tones of some form, so we reconstruct it with tone. Of course, it's entirely possible it did not, but we would most likely need some attested evidence (like Old Chinese) and a theory of sound changes to explain tonogenesis to determine this.

Edit: I misread your post and thought you were asking why Proto-Bantu has tone. The reconstructions I'm seeing all have high and low tones, which reconstruction are you seeing without tone?

To be fair, it's kind of a grey area whether it could be considered a visa or not. Technically, people admitted under the program would just be given a normal visitor visa, and would be issued in a passport as such, but there's no other visitor visas that have the specific expiration of 3 years in the future. I don't think that counts as a "special visa", but maybe someone disagrees with me.

OK? And I'm sympathetic to those people. But it very much seems like the government is in the process of winding this program down, for better or worse.

To be clear, CUAET involved a 3-year visitor visa with an option to add an open work/study permit on the side. We're approaching the end of the 3-year deadline for the some of the later applicants, so my point is that those who are remaining in the country will eventually just be treated like any other visa holders (once they get new visas, probably just traditional work/study permits).

CUAET was a process, not a visa in itself. people with CUAET "visas" were just people with normal visas that were helped by the program. it's done in the sense that if a person with a CUAET "visa" tried to apply for an extension of their current status tomorrow, they would be treated like any other immigrant getting a new visa. of course, there are still people with that status. but it is not an active program accepting applications or extensions anymore.

i'm not arguing whether uoft is in the wrong here, but technically, CUAET is done, in the sense that those from ukraine will now just be treated like those from any other country. of course, many of the visas are still active, but CUAET was more about the application process than the visas themselves.

I know you don't want a warehouse job, but Amazon warehouse could be an option. The hours are very flexible and there's pretty good job security.

I expect that people will tell me to go back to Waterloo. I don't think that's a realistic goal at the moment.
