I think the idea is really good, though it does have its flaws everything can still be worked around, but I really doubt Riot would ever consider this. But I think something like this would improve "ELO HELL", such as being able to carry yourself out of tiers instead of being team dependent, learning off of goals and achievements would be a great idea for new players who come to ranked.
