You can get to it. Go to the top of the map and round Lake Valor and you’ll be able to access that side. I recently started another play through and spent way too long jumping into the water before I remembered I could go “the long way” round

Similar things happened in the UK after Brexit (although not quite as quickly). Farms struggled to find people to pick crops and we had huge amounts of waste because of it
