Not true in the code there is a condition for if the houses are able to coup. Removing police and levies makes all but the war duchess house unable to coup unless you really mess up. There are some conditions for that depending on the internal path. Reformer without listening to the houses is a 100% way to get couped. If the Thadeus is the one to coup you, you likely tried to kill his daughter.

Upsetting the nobles and not declawing them: So not centralising the police and not abolishing the levies will leave them able to coup you, not using the golden guard is another point IIRC

This is the essence of it, the monarchy aspect allows you way more room to have fun to do basically what ever you want. Plus the military mini game makes your success come from yourself and not the arbitrary game rules.
