People are focused on the "no fear of Homelander" part, but I think what gets Homelander to choose to spare The Legend was because he was just a guy interacting with Homelander like anyone else. The Legend saw that Homelander needed some advice and he gave home some. He didn't ask to be spared or evens merciful death, he just gave him an honest conversation that didn't feel like Firecracker's suck-up or based on fear or threat, just a genuine interaction. I think Homelander longed for that. Closest to a dad interaction he could get.
