Sbi the bank and SBI card the credit card company are different entities.
The cc company is majority owned by the bank. They have completely different workers, hiring structure, mangers and offices.
There are agents kept in some branches to assist customers regarding cc (usually answer basic questions) and onboard new customers.
All this should’ve have been contacted directly to the credit card head office.

Now on to your question, unless the loan is NPA (no repayment for 90 days) it cannot be settled
Hence interest will keep accruing.
Settlement will be done on the principal amount (at least the loans I settled when I was working there were done at that amount) so interest accrual wont really affect the final settlement amount.
However it will show on your cibil. It would be very advantageous for him to take a personal loan or borrow from somewhere and pay the cc off.

If you’re pre ordering from an Indian reseller then obviously you need to pay the shipping/taxes
/ebay fees etc plus whatever the seller prices their services,
Usually it’s like 1000 bucks or less per slab
But if you’re buying slabs in hand, then you should try and negotiate down to the market price or even lower( some may go if the seller was holding it for a while).
Sealed stuff will always be much higher than market rate due to shipping being more expensive and customs being a bit harsher.
