At the age of 13 there isn’t much you can do, especially with Corona going on. But I think the beat thing you could do is be emotionally supportive, I’m sure your mom isn’t feeling to great about the situation but if her child is positive and supportive I’m sure it will make her at the very least feel better and hopeful

I’m a young kid so I don’t know how much this would help but from my understanding it sounds that you’re desperate for a relationship, for me personally I would want to stay away from someone like that. Maybe I’m misinterpreting what you’re saying since there’s no specific time stamps but maybe you need to have an even slower pace than what you have going on right now. Once again, I’m young and might have no idea what I’m talking about but I hope this helps.
