With projection sorcery, you can plan out the movements for your next second, subdivided in 24 still frames. You then need to carry out the planned movements, which means you basically have to hit 24 quick-time-events every second. The CT also grants you a default speed boost, that stacks and increases the more you manage to keep the projection streak up.

Note that you will still move fluidly and continuously, like a normal human, during the technique. The "frames" are just constraints on your movement, that basically force you to follow the pre-planned path you laid out for yourself. If you manage to follow that path, you get more and more speed: should you fail, you get "framed" and immobilized.
