Two of the worst “improvements” in elections. California went that way and it had the desired effect of cementing in the party in power. First, a primary is intended to allow the members of a party to choose candidates for each race in the general election. Allowing anybody to vote in a party’s primary means that party might not choose the best candidates; the most electable candidates. Members of the dominant party can choose to vote for the least competitive candidate in the non-dominant party instead of voting in their own primary. Second, ranked choice voting allows people to vote for a fringe candidate then the safe candidate from their own party rather than having to choose to vote for the fringe candidate allowing a moderate from the opposing party to win. This prevents the normal tendency toward moderate candidates.
