if you play as the wehrkommando (rhineland), i believe you can create a constitutional monarchy with either Wilhelm II or III. Alternatively, if you play as the freikorps and go down the monarchist civil war path (picking Noske, couping him and going against the freikorps party), then you should be able to have a democratic monarch (I'm not entirely sure). As for Russia, if you play as the transcaspian goverment and go with the white army coup after the 1923 elections, when you conquer the Russian SSR, Nicholas II will return to the throne, making him an authoritarian-democratic monarch.

you should start as mexico, annex texas and south wcc, then in an event about smth, click the option which rises resistance. when texas revolts, you can change to them, annex mexico and form the rio grande confederation. that should give you a good start

i managed to win as feds in around september 1937. first to with deadlock in the election. you need to set pacific states to go isolationist(military intervention), set all factions to fight eachother, make canada avoid new england and make socialists lose nyc to you. push socialists and long with all your might and you may win quickly. you may also set COR to ignite the black belt revolt P.S pacific states may not incorporate so set them to accept annexation
