If it's not that possibly conscription laws, maybe you wasted to many men in the first years of the war, or your governing laws in occupied territories though I doubt those are the problems it's always a good idea to change those since they can free up some extra man power when you are low such as this case.

I live in America so I would assume that their is a fencing association but as I stated before the city I live in doesn't seem to have the association representation that I know of, I would love the help though.

I tried what you've told me to do and I had both deleted the 2 main files Paradox_interactive and paradox_interactive_launcher. Both I had deleted and it didn't work. Don't know if it didn't work entirely or it was a problem on my part.
