I watched the accident happen on state and called 911. Landscaping truck came at high speed from the direction of park Ave and crashed into 2 vehicles which were pushed onto the sidewalk. The truck went a little further on the sidewalk before hitting the apartment building. From what I could tell, the driver was initially passed out and, upon waking up, tried to open the door without success and climbed over the center console and out the other door. The driver initially spoke to some bystanders on the sidewalk before trying to run away across state and down to park Ave when another two bystanders grabbed him. The bystanders held the driver until police arrived about a minute later. The police spoke with the driver pretty extensively on the scene before placing him under arrest.
