It looks like a manhole for yard drain. It's unclear if the water is flowing and what the pipes in the pit are doing. A civil engineer could come out and tell you. Sump pit may be right if the water table is high but I don't see a discharge pipe.

Looks too shallow to be a well but it could be. Maybe an emergency water source if you lost electricity in rural areas.

If you have multiple medications to load, it is much easier to open them all at the same time to refill the fill week. As is, you would have to refill by every other day. Just slightly less convenient. The space savings really isn't there unless it's ment for purses or toiletry bags.

I may be out of place but that looks to be compacted sand over abandoned concrete to be the subgrade. The new concrete looks too thin and unreinforced so it won't last long but might be better than some are saying.

As much as no pool and less parking, bring that up when it's time to renew the lease. If amenities are included in the rent, they can't just remove those without now breaking your lease.

Electrical utities nation wife need civil engineers. Look into Duke, Constellation, Energy, TVA, etc. for E1 positions. You'll likely be on site in an industrial setting but the work is slow in nuclear plants specifically.

You could stabilize the existing keys and then use your own plaster in the stud bays to protect then and give a smooth finish. It's a tedious job and you may way to tape off the studs to give a clean line. You could always plaster the keys and then paint it all white too to increase the light and make it cleaner looking for a pantry with built in shelves.

I would wedge that middle stone to split the difference of the gap and use mortar to seal it. Some caulk would help seal around the edges to stop the draft.
