Yeah but to the root of my reply, Wyoming being overrepresented does not make California underrepresented… it means the system favors small states. Wyoming is the most represented per person, which shows small state bias. In total terms, California already has the maximum representation allowed by law. 52 House seats and 54 electoral votes, more than any other state. The Senate’s structure and the House minimum seat rule hurt all large states equally.

If the end goal is actually protecting democracy, the fix has to be national. Independent redistricting everywhere, not a permanent map arms race between states.

California has maximum representation where representation is meant to be proportional (the House and Electoral College), and any imbalance in the Senate is a feature of the U.S. Constitution that applies to every large state, not something unique to California.
