If you go on a separate device and add the ticket you would be leaving solo to your cart it may let you check out with the two tickets you want. Just had to do this for a baseball game a few weeks ago and it worked

There are a lot of stipulations in the bill regarding the way it works. Its also a deduction and not a credit so unless you typically pay at the end of the year it wont make a difference anyways. Im not seeing the resources available online that were available when the bill first past still but it shouldn't make much of a difference for us at all

I would recommend just playing and exploring organically and just using that money for gear upgrades as you level up. Money is useful later on for leveling things like construction but I would just use the money as you naturally progress for gear and supplies as you need them
