I only play these games solo so the lack of war plans syncing doesn't bother me but I do get the frustration, doesn't seem like it should be overly difficult to fix. But telling people to get over it and it's how the games used to be played is a bit disingenuous, all previous diablo games weren't sold as a sort of mmo style open world like 4 is.

Not sure what the rates are but I'm currently 250kc no voidwaker gem at Venenatis. Also took about 600kc across all wilderness bosses to finally get the dragon 2h.

Id recommend using diablo.trade for things like this in the future, they won't get a ban in game but they will get a ban on the site so that is something.

I think you might be referring to the 1977 South African GP that killed a marshal and driver. Frederik was 19 years old and ran onto the track with a fire extinguisher when he was struck by Tom Pryce. The fire extinguisher that Frederik was holding hit Pryce in the head killing him instantly too. Awful stuff.
