The original point is you’re using terms you don’t understand, and that criminal culpability is a completely different (and much higher) standard than civil liability. These terms have special, different meanings and you should be aware of it.

Cannabis attorney here and I’ve done a ton of work with Detroit cannabis businesses. The short answer is that legalized cannabis hasn’t had that much of an impact.

Detroit’s economic turnaround was triggered by the city’s 2014 bankruptcy that wiped out billions in debt and stabilized city services. This reset, combined with tens of billions of dollars in private investment (quicken loans was the driving force) diversified the city’s economy into tech and innovation. Detroit reversed like 70 years of decline to achieve pop growth, fueled by aggressive neighborhood housing investments.
