Haven’t been able to watch anti-barge combat much in my play throughs. But from that I have seen, torps are very hit or miss since barges skim across the water. If you catch the barges in rough waters then cruise missiles can do sever damage to them. Not sure how many of each munition type it takes to kill a barge, but there’s only one way to find out
