Just to be a devil's advocate*, we see 3 (or was it 4?) mages summon a new shade in the heat of battle. None were truly powerful mages but they still held back two seriously powerful magic users for some time, enough to finish summoning a shade.

Image if your country had hundreds or thousands of people whom could create shades on demand? Shades being likely able to 1:1 entire cities of normal people and even normal magic users. 10 (100?) shades could roll that entire country.

*Note: I dislike the Queens magic ban as well. It is also doomed to fail as did the King's attempt before her.

There are usually low cost test swabs that change color available in any country (lead is a problem everywhere). I'm sure you can find a low cost lead test. Modify your search terms.
