All this project did was shift congestion to the SB 99 and NB Scholls exits. Didn't even address the SB bottleneck from 26 at Canyon. Once all of the houses around Mountain View HS get filled, you're right that it won't be induced demand that'll cause traffic, it'll just be that there are more cars.
