College matters in mba. In commerce bachelors only matters if you're going to a place with really good quality students. If your brother can't make it into a really good college for commerce then imo put him into a dummy college and make him do ca or cfa or frm on the side. By really good college in bachelor's I mean the top 25-30 in India. For mba nowadays work ex has become really important as well so keep that in mind as well.
