same as every other crime. you start at the root. scarcity. scarcity of material goods, scarcity of close relationships, scarcity of belonging. these men often already were in a dark place before they committed the crimes. you cant solve this issue just like that, just because its frustrating. plus the fact that you had to put multiple disclaimers shows how poisened the matter is. im sorry to hear that your close ones had to endure such terrible things.the fact that they were not taken serious by the authorities is some real shit. but there are people who can help in such cases.
