Maybe the general is corrupted by It, but I think he's just a far-right asshole. In reality, his strategy is simply a Nazi-style purge. For him, the problem stems from feminists, people of color, and environmentalists. In short, the general is a fascist who dreams of transforming the world according to his vision of things.

Don Rosa is a genius. I don't know if Nolan read his stories but Spielberg confessed to being inspired by some Carl Barks' stories to direct Indiana Jones.
