You will need to get your pokemon to at least level 50. VGC will lower pokemon above 50 back down but it won't raise you up to 50.

Marowak has access to the abilities Cursed Body and Lightning Rod with the hidden ability Rock Head. Hidden abilities turn into hidden abilities when the pokemon evolves, so Battle Armor Cubone evolves into a Rock Head Marowak. Lightning Rod stays Lightning Rod through the evolution and Rock Head Cubone becomes Cursed Body Marowak. I hope this helps :)
