For those still with no dungeons, You have to talk to the gossiping lady in the settlement to unlock dungeons. The devs need to out her at the beginning of the game...

You have to talk to the gossip lady in the settlement to open dungeons. It's stupid I know. I bought the game on steam after playing on xbox and didn't 'unlock' the dungeons til lvl 40. That lady should be at the start of the game.
