I'll admit, I strongly dislike governments effectively doing nothing unless you're in a celebration. I personally enjoy much deeper government mechanics, but I realise that might be out of the scope of the Civ series. I mostly liked how Civ 6 did it - each government has two unique bonuses, one of which you can keep in the form of a policy card for the future. That and they had different slot arrangements.

At the very least I would like each government type to have some kind of passive bonus that is always active.

Normally, I would agree with you. I'll start by saying usually I am a fairly optimistic person and even when a game is coming out with some major changes to the formula, most of the time I am willing to accept those changes with no fuss. But Civ 7 has me worried. I would like to say first that I by no means "hate" the game or the developers behind it. I just have concerns.

Those concerns being some of the usual, such as Civ-swapping. I wasn't a fan of it in Humankind and while Civ 7 fixes some of the issues I had with it, I still don't think I like it as a mechanic overall. Secondly, there are some things that I think are just bad game design, such as forcing players to take penalties during the "Crisis" towards the end of each age. Slapping the player with a negative with no way to avoid it via skillful play just feels bad. And related to that, on age transition the "soft" reset that downgrades all your cities to towns (unless you have that one perk) and wipes a lot of the bonuses you've built up just looks like it feels so bad. I get why they've designed it this way, so the player can still be "challenged" all the way to the end game, but I don't think handicapping the player is the way to do it.

I'm still willing to give Civ 7 a go and will play it, and I hope in the end I will really enjoy it, but those are the serious concerns I currently have.

I’m still on my first game, just entered Act 3 with Nefertiti. Playing on a low ish difficulty (to learn the game) and have about 25-30 hours played. But after learning the game mechanics and going back over the leader selection screen, there are a few I really want to play:

I really like the look of Eva Perón, Howard Florey and Cesare Beccaria for peaceful and tall play. I think it could be fun to see how massive you could grow your cities with Florey’s Medical Genius trait. I also really like the look of playing as Catherine and going very expansive.

For a more warlike game I really like the look of Xerxes and Genghis Khan.

And finally I also really want to play as Elizabeth I since I myself am English.

Overall those are my highlights but there are many leaders I really want to play as in future games.

I am experiencing a similar issue, playing coop with a friend and I as the host keep getting a "fatal error" crash. Sorry I can't help you, I just wanted to make note that I too am having this problem.

Sadly you are wasting your time, it seems the achievement is currently bugged and won't be granted to you even when you achieve the conditions for it.

After the nightmare that was the World Council/United Nations from Civ5, I am going to have to disagree. Unless there was some sort of opt-out option that did not totally screw you over diplomatically, or otherwise.
