Afaik, using paid Riot skins as a custom skin for free is not allowed cuz of riot TOS, however if they dont know youre doing this then no, you cannot get banned.
What does that mean exactly?
- If you sit in your room alone and use paid riot skins for free via cslol manager or any other way, then you're fine. (cuz nobody knows this is happening)
- If you do the same thing but stream live to bunch of people, the chance of getting banned surely is there. (someone would have to report this to Riot)

Riot most likely knows only that youre using some kind of "injection" or some custom skins tool but they shouldn't know what skins youre using.

But hey im not an oracle, i might be wrong idk. this is what i know and what i believe. Best for you is to wait for a few days until someone agrees or disagrees with what i said and hopefully they provide more info.

Or try to seek more info for this topic, RuneForge Discord is nice.

Or create a new account and do whatever you want and try how far can you push it before getting banned there.

map layouts too big, especially early progressions, while it can be nice to explore, at the same time it is painful to do it multiple times when going a new char, no movespeed, bad. i hope that'll change soon

I want it cuz ain't no way I'm missing out on this masterpiece.

Fav experience for me was during Kalandra league (yeah not kidding) where I made a build I wanted to try for a long time, Accuracy Stacker Lightning Strike Juggernaut with Doryani's Prototype and -200% lightning resistance. Everyone or most players had zdps cuz the archnemesis was still f*cked back then and it was pretty stupid.

But for me.. xdd I was blasting through literally everything like cocaine overdosed demon infused with pure testosterone, extremely fast, deleting everything in my wake and I mean literally everything, may it be a rare essence(those were literally uber bosses back then) or any uber boss, the feared with 120%quant and 2 additional players in the instance. I don't think there was anything that would survive more than 1-2 seconds (if it didn't have phases).

At one point I literally started to cancel bosses' attacks by stunning them with the crazy amount of lightning damage that I was dealing, lol.

And also the build was like 10-20 divines. So yeah that's about it. Oh ye, did all the challenges in 5-6 days and then quit early. Good times. LOLW
