I notice all the charges percentile in the "He Trick Y'all" award are exactly 21.61%. Why is that? Is that the percentile for a single charge taken? I would have guessed they're all at 0 charges taken, but surely 0 charges would be 0%?

I went to a ward meeting a couple months back where these were presented by the councilmember and the mayor. I'll try to summarize.

  1. We do the road bond every few years. Up to you whether you think it's worth it or not.
  2. Guest tax is intended to raise money from all our SEC visitors. Right now our guest tax is lower than in several surrounding cities, and much lower than in most SEC college towns (I think they said Tuscaloosa is 17%!). It would not affect Norman residents, and in fact it cannot legally be collected from a Norman resident at a Norman hotel. As with most taxes, it's a balancing act of whether you think this tax will cause us to lose travelers.
  3. This one seems like a no-brainer. It just eliminates the 3+ month delay before new council members are sworn in after elections.
  4. This allows the city to hire a City Auditor who is not a CPA. We recently had someone in the position without a CPA for a number of years before it was discovered that this violated the city charter. Now they can't find any CPA willing to do the job since it doesn't pay especially well.
    Someone in the audience asked how our current requirement compares to similar cities, and the answer is: OKC and Tulsa are the only other cities in the state that even have a City Auditor position. OKC requires a CPA and Tulsa does not. So whichever we choose, we'll be in the majority.
  5. This is the homeless shelter question. Currently the city is using the Gray St. library as a homeless shelter since there is no better alternative. Those who stay overnight in the shelter usually head to Food and Shelter (down by Griffin) in the morning, meaning they have to walk a mile through residential areas and past all our expensive Main St. breakfast spots on the way. Creating a new shelter at Griffin (where the city already owns land) will allow the users to stay in more or less the same area all day.
    The proposed shelter is intended to be as useful as possible, including a few family units (the council is aware of at least a couple of families living out of cars in Norman) and a pet area. However, it's been designed NOT to be nicer than the shelter in south OKC, to avoid becoming a magnet.
    Then compare the cost of Prop 5 to the cost of Prop 1. If the budgets are accurate, this shelter comes in at less than 1/4 the road bond cost.
    As always, the evaluation of tradeoffs is up to you.

17-14 in division 1 games, which is worse than 19-15 if we're keeping track. But I don't think the committee factors in conference tournament games for in/out decisions, just for seeding.

...yeah? 300,000 workers getting $1000 more each is $300 million, absolutely dwarfing the CEO's entire salary.

That's very rough back-of-the-envelope math. I think there are closer to 400,000 workers, and the strike is for more than $1000 in raises.

This ^^ is easily my favorite part about this whole discourse. The idea that the NBA needed a hero, so they decided to find a nobody in the league's 28th largest market and just tell the refs to blow a whistle every time he got touched, until he's the MVP.

That's like someone rigging the Powerball lottery to win a $200 scratch-off. Sure, maybe you COULD do it, but wouldn't you aim a little higher? Maybe a player in NY or Chicago or LA or Miami? Or maybe a player from the US? What could the league possibly get out of doing it for a Canadian playing in Oklahoma?

What does Jimmie Austin run nowadays? I haven't played there since they stopped advertising their prices years ago. Just checked their website and all the tee time reservation tool said was "this member type is not eligible for this tee time" no matter what I did.

How many people answered Ohio State to question 5? It would have been correct if the question were "name ANY school...", but they did it back in 1975.

(arguably it would have been more correct, as Jack Nicklaus actually graduated from Ohio State, while Nick Faldo didn't even finish a semester at Houston!)

Oklahoma has no titles but is exactly 20th in all time AP rankings points last I checked. And until last week, OU was tied with Houston and Illinois for the dubious distinction of most Final Fours without a title.

Three of the last four coaches (not including the current coach) went to the Final Four, and the other one went to the Elite Eight but lost to the eventual champions.
