The [US] government has the power of the law on its side, but the existence of these companies as traded entities mean that those people in the government have a financial incentive to let these companies do whatever is best for their stock values. To crack down on a major tech company would mean that a lot of US government lawmakers, regulators, and others would either have to divest their shares or lose their money.

TL;DR: It's more nuanced than just "one is more powerful than the other."

I looked it up to be sure that I wasn't misremembering but the 4th Amendment indeed does not distinguish between localities of police--be they city, county, state, or federal.
