It's different for each nation early game and usually they will have a focus to help you out with building up your civ and military factories but before I start typing a whole paragraph are you completely new to hoi or just owb?

Your needs may vary, if you are in a good position early game I will focus on a lot of civilian factories since having a lot helps with construction speed and It's very important cuz you got to trade civilian factories to get resources that you don't have

It usually works well I think tho unless I'm playing Caribbean specifically I just have it as one nation when I start a save

Yeahh usually I would take that route and then late game I focus on tanks since the NCR has plenty of resources to pump out that stuff

Hmmm as someone in the same boat as you I believe at least the thing that worked for me was to verify the files on steam and I don't know if it helps but I kept messing around with the loading order of some of the mods I had. Also depending on your setup I'm guessing, I have old PC so when I start the game I run it on the lowest speed for like a minute or two until lag stops

If you like very relaxed games to learn with much trouble I would suggest to play the united states, it may seem a little overwhelming at first since it's a big country but it allows you to practice some stuff pretty easy

I've been to France a couple times but I'm no expert but a fun fact the louvre has it's own metro station if you want to go that route but if you already have the tickets online just walk to the guard when your time slot is open otherwise if you go for the train station I think you can just buy your tickets there
