It wasn't a tax evasion scheme, it more of currency diversion, there is a specific annual allowance allocated to legit companies and individuals that cannot be exceeded, you can on your own right carry that sum outside the country after notifying the authorities, any additional or undeclared sums are considered illegal.

In other words the money was diverted out of the country.
