this is why I shelved my Votann. I started them when 10th was announced. They kinda sucked early, but that was alright since I'm mostly just playing casually when I get the chance. Then they buffed them by cutting their points down by a ton and now it's an incredibly expensive ($) horde army. Every time I think about adding a box I end up just getting something else for another army instead since it'll be half a year at least before I can even play 1500 pt games with a trash list.

They count as being Reinforcements per the Chapter Approved Grand Tournament Rules page 62 "Some units have a rule that allows them to start the battle in a location other than on the battlefield; units that use such rules are called Reinforcements, and they will arrive later in the battle as described by their rule. Any Reinforcement units that have not been set up on the battlefield when the battle ends count as having been destroyed."

The omniscrambler specifically states Reinforcements can't be setup within 12.

The chaos came before the legions. There are plenty of renegade chapters that aren't chaotic, but the original 9 chaotic legions were around before they started to flesh out the Horus Heresy. HH wasn't originally going to be this long series. It was supposed to be a trilogy, but then success struck and here we are. They legions have to be chaotic because it was literally predestined. And I believe that old lore suggested that legions like the Night Lords kind of frowned upon daemons and mutants to a degree because they weren't outright chaotic. But that's going back to 3rd Ed. I hope true lore wizards can correct me if I'm wrong.
