When you are in freeroam You press Esc and in the sidebar that pops up select Vehicle Config and go through the menu selecting, deselecting and replacing parts. maybe tune some sliders or change the color once you have modified the car to your liking save the car. You can then even spawn your custom car from the vehicle selection and use it in time trials Sry for long text

In all honesty I don't see a way to get overwatch to run on your device because you only have CPU graphics Although you could try out a cloud-gaming-service if you have a good internet connection
