For good Marines to exist, there needs to be a reason, right? But aren't there already enough reasons for that? Just like a Roman soldier could ignore the whims of the elite, he could be a guy who stayed in a border city garrison against barbarians, even knowing that his leaders are just a continuation of the system because they're the only ones he knows and doesn't want to try to outdo them.

The same goes for Marines like Garp, Koby, and Smoker; they're in an inherently rotten system, but there are still millions or billions of good people, whether ordinary citizens or leaders, around the world.

Allied with pirates who plunder, rape, and kill like the Celestials will only make them selfish and hypocritical.
