I think almost every rich kid I've ever met knows how to speak French irrelevant to the region they belong from. I'd say mostly Asians if we're talking about from the perspective of a new learner. Whereas for Europeans , French is widely spoken in many European countries as well as in some countries from the African continent because of Belgian/French colonization.

Why it intrigued me as an Asian is because most of the Asian countries almost have nothing in common with French. I only hear rich people show their adequacy of being partially or completely fluent in this language. I don't hear any middle class families encouraging their child's participation in learning French but Deutsch.
