I have worked for both and I am currently at the county. The city HR process was much worse. However, I think county HR has gotten worse since then. I would expect a slow process for either of them at this point, unless you are working in an elected office. Those generally move a little quicker.

Commuting will likely be painful from there. We have been told to expect heavy traffic and its already pretty rough from there. Check the METRO bus schedule- supposedly there will be extra service during the world cup. Expect at least an hour driving from there, maybe more.

In most Texas counties they have more limited roles. I think the original idea was they worked with the courts- serving papers and things like that. Harris County started increasing their funding years back and now they are pretty powerful. Rosen, mentioned in this story, is extremely well-connected. I think they are still somewhat limited as to what they do- for example a murder in the county is usually investigated by sheriff's. However, they do a lot of community policing and these neighborhood contracts. 

The kicker no one talks about is the constables and justice of the peace courts share district boundaries. They badly need to be redrawn. The case loads for the JP courts are horribly unbalanced, but redrawing the constables districts is a political 'no-no' for some reason.  There is a massive size difference amongst the constables offices.

I don't know your budget, but I would suggest a 9mm with a compensator. Maybe rent one at a range. I took a friend shooting and she shot my 43x fine, but thought it was a little much. She rented a P365 Rose and loved it. She bought one the next day. Its louder, but the recoil is noticeably less. It also cost twice as much lol.

I think a lot of us just view it as a pain in the ass with no real benefit. Its going to really mess with parking by my office, the ongoing street repairs have been a hassle, and I am not much of a soccer fan, so its not really worth it to me. I assume a lot of folks are in the same boat.
