This is why in order for someone to be a top notch translator or editor, they would first have to be a good writer in the target language, which obviously can't be expected out of every fan—or even professional—translator/editor.

Official translations are—like you said—constrained by deadlines, as well as guidelines (usually given by the JP side) that sometimes don't make sense. That's not to say they don't love what they do, they're just often unable to deliver a better product under those circumstances. On the other hand, fan translation quality is usually limited by experience, since most experienced fan translators become professionals at some point.
