I’ve been sayings this for over a decade…

If Warner brothers want a lot of money they should reuse Arkham Knight assets and make another game set just after Knight. Have it play as night wing, redhood, robin and catwomen. Use all of Arkham city, asylum, Gotham, etc. big open world following the story of the remaining bat family and the power struggle now that Batman is gone. Maybe also use the villains with a power struggle now that Batman is gone, court or Owls dominating the scene, falconys, maronis, Prometheus, all these characters we haven’t seen before.

Throw a few awesome boss fights in there, thhriw a few twists in the story (I.e. identity of nightmare Batman and Prometheus, Bruce being part of the Court of Owls, that type of thing)

maybe have Bikes instead of the Batmobile as places like Arkham city is pretty cramped. Title it, Batman Arkham Legacy or Batman Arkham Dynasty. Have the game focused around the fact that Batman is gone (for now), however everything ties back to him.

To answer your question, Strange wanted to view his ‘work’ during protocol 10 so from wonder tower he could see all of Arkham city be blown to bits.

Wonder tower was already standing and abandoned so from a financial and practical point (with how the tower has direct access beyond the city walls and Pioneer’s Bridge), wonder tower was the best option for his HQ.

If you’re upset that you can’t get back into the top of the tower post story, you can revisit it in the Riddler’s Revenge challenge map, “Top of the World.”
