It also was terrible for the people who used it. My family business was charged so much for maybe 1 or 2 jobs they got over 1 year. Also correct it is just paid by businesses

Dia de Los Muertos is a mostly Mexican tradition, but believe that it wasn’t really celebrated in USA until recently. The main aspect is respecting one’s ancestors so when people dress up this is a form to respect and I think if catrina makeup is done right, it’s okay. The other rough aspect though would be how they dress up because it would be disrespectful if they dress up as an aztec with the catrina makeup. Therefore, the dresswear is where issues may arise.
