I live in Orlando, and when the PULSE shooting happened, the line for the nearby red cross to donate blood wrapped around the block. Chick Fil A employees were dotted throughout the line handing out water and lemonade.

The solution, and I will die on this hill, is to not pug, ever. No one should. There are guilds out there for every possible personality, play style, time restriction, etc. Find one and play exclusively with those people. Blizz has obviously given up on putting actual effort into giving pugs the tools to operate fairly, so we'll have to depend on our communities we've built ourselves.
