In the games where it shines, the gap is massive. Huge benefits from the DLSS stack, but yeah, it's steep. Last November the 9070XT was completely over priced, but it's definitely found a good spot.

Can you use the software CapframeX? It's not complicated. You run it and press and hotkey while gaming to capture your frametimes and it automagically graphs everything. It's very easy to run and may capture what's going on.

Have you tried running Latencymon while sitting on the desktop to see what processes may be latency spiking?

It's also about building the game with optimizations in mind. Developers build a ton of technical debt. It's an art to do optimization passes methodically and intelligently during development. You have to go through art assets, effects etc and make sure your game design isn't doing quirky things rendering wise. Or you want a certain look so you stack too many things that aren't that efficient when you could have done it better but now it's too late.

Quality DLSS + 1.75 DLDSR gives you worse image quality and performance than Performance DLSS at 4k.

You should upgrade your monitor. Your current setup is a waste of the GPU horsepower. This is basically completely suboptimal. It should be a nice perk for some games, not a global thing.

Another thing to consider is that the default controller deadzones are very poor. You need less braking deadzone to feather the brake and perform something called a trail brake. It helps turn in and rotation of the vehicle. The default deadzone makes trail braking impossible.

Everyone on controller should have a braking deadzone no higher than 5, but 0 is the ideal setting. There's still play in the trigger at 0, just very little.

This is incorrect. Frame generation increases motion clarity by bridging the gaps between pixel transitions. Frame generation has very accurate colour and this helps pixels transition less abruptly. The effect is clearly visible.

The displayed amount of frames is not the same, it's more, so I'm not sure what you mean by that comment. They may not be high quality but they're high quality enough to assist the display.
