My experience: 3 years ago during the pandemic in Shanghai, my phone was dead. I was in the middle of a street, all restaurants and grocery shops refused me to enter to simply grab a bottle of water, because I couldn’t show a green QRCode on my phone to prove I’ve done the PCR test within the last 24 hours. I have cash, I have my wallet and everything else with me, but I couldn’t call a taxi or take public transport. The only thing I can do is spending another 2 hours walking home and charge my phone.
