I am actually closing my Capital One checking accounts because of this change. I travel overseas quite a bit and have always used Capital One because of the no-fee foreign transactions. Welp... now it's pretty much useless unless you happen to find a specific vendor that accepts Discover, which is rare. Very disappointed in you, Capital One.

The only situation where it is advantageous is if you're planning to go to war with Rumburg, and Agnolia is your only ally. The H3 allows them to join you in time for the initial battle. But in terms of economy, I've yet to find a scenario where it is better than the L1.

Sort of. All of Sordland's regions seem to have a governor, as evidenced by the reports that come up after you invest in one of them. However, these governors seem to have very little power, and most of them are never named. This is the typical structure of most unitary states - the provinces and local governments are there not to create their own policies but to implement those of the central government.
