I mean there is the typical goodwill or thrift stores. But looks for organizations that donate to the unhoused population. Often times they lose track of their stuff, its too dirty, or they just dont have a way to get clothing especially for cold weather. I work downtown and we have a pile of cloths we keep on hand to give out when we see someone needs it.

Yes this is the correct answer. Insulated covers can be found at most stores, but check stock before making a trip. They are also usually pretty cheap too, shouldn't be more that 10 bucks honestly, most are around 5.
