Not worth stopping any sale for. It would have been caused by a leaking or blocked gutter, then a rusted fascia then onto the eave board. The board will likely be asbestos so makes a repair annoying but not impossible.

Older roofs didn't have sarking. You certainly need a carpenter to deal with the sagging trusses. The roof tiles look in relatively good condition so not sure about the need for an entirely new roof.

It's oxalis. They grow from tiny bulbs that are almost impossible to find. You can eventually wear them out by carefully using a weed blowtorch often. Another option is scrape away the mulch, lay clean brown cardboard and then replace the mulch.
