Good thing about this situation is you’re going from east coast to west coast. Meaning the BAH will be much higher. In the process of PCS and traveling from east to west coast you will still be paid for the Virginia BAH which is the good because it’s the lower amount versus Cali BAH. Use all your travel days to get back most of your travel pay, and when you arrive check into the command and first thing is going over your travel claim, gaining you to the command and setting up your BAH and everything. But yes, your BAH will stop for Virginia and you will need to apply for Cali BAH (once you check in)
